This happens when ever apple TV Boots. When you don't want to use apple TV, it just goes to sleep. It'll be ready when you need it, and won't display the video.

Its a combination of apple's new space theme and the previous apple tv intro. Its just a cool little video for users who have upgraded, much like the osx upgrade videos that apple makes.
i think its pretty slick.
