Actually my mistake, this was a Windows only pack that only included the new content for those who already owned Half Life 2 and Episode 1. It was later dissolved into the Orange Box and I guess Valve used a system to allow you to gift the games out to people that you already owned but was later removed. Someone had told me this was for the PS3, but they were wrong.
