Ibuki's "command grab" is more like an attack grab. It's blockable and you can combo into it but it gives you the properties of a throw (untechable knockdown).

If you play SF you should appreciate this, there will always be Rufus esque characters in the games and that's what makes it SF.

If you want a ton of serious characters play Blazblue or Guilty Gear.
