YES! Stumbled onto surfers on the Eisbach River this same summer. A friendly local loaned me a board and I was granted some unexpected surf time in the middle of me beach-less portion of my EuroBackpacking trip. Helped me regain an appetite amidst all the huge beers and delicious but super filling Bavarian eats. The spot they surf at was heaven on earth, you are a stones throw from a beer garden, surrounded by sunbathers in the park... Every city should have one!
