  • What O'Brien, O'Donnel and Powers did at the Parkland Hospital was technically illegal. There were no federal laws, at the time, about the murder of a President. It was a homicide and under Texas law, the body could not be removed without permission of the local district attorney, and he was insisting on an autopsy to be done in Dallas, which, technically, was proper procedure. Now there is a law stating that the assassination of the President is a federal crime.
