In Japan, my understanding is that until the adult age of 20 smoking, drinking and sexual activity are prohibited. Of course Japanese teens don't seem to be as sexually rebellious as western teens, but then again it might be the least enforced. I'm not sure how the culture has changed in the last 60 years or so, but I think girls can get married at 16 if it is an arranged marriage. Which apparently still happens with well to do families.
