@Corgblam Well, long story short: The main character (the boy) stumbles across an angel that fell out of the sky. Along the way, she grants whatever wishes he wants (consciously or not). At one point, his friend falls down revealing her panties (shown at the beginning of the clip). He doesn't like her panties and unconsciously wishes for her not to be wearing them. The wish is granted; causing any panties put on her to fly away.  It's just a side effect that they fly away like birds.
