Sadly, I see that a space program is not something that the banks or the people that control those banks want. A space program like this would take too many people out of their plans. Please look at what the "New World Order" wants to have happen. If they would open their eyes, they would see this as the best, most peaceful way of reducing Earth's population. @Persason: Well, firstly Obama killed the Constellation project, so we've got no manned space launch capability, nor are we even developing any new manned spacecraft. Effectively we're out of the people-in-space business for a decade or so. Secondly, while NASA's budget is higher than it's ever been, none of that new money is going to spaceflight. It's going to education, PR, entertainment facilities....not space.
This is a great project. 100 shuttle flights? An actual fleet of shuttles. Organized and amortized comparatively to airline business models? The technical aspects are doable, getting banks and insurance companies on board... If you had $50 billion in capital you could do all this? May even $20 billion and did it outside the US?
@granddad2002: Wouldn't it be easier to dispense with the sidemounting entirely, and just go with a straight stack? Take a Saturn V type vehicle, with some SRBs strapped on. Stage three could be a 'wet workshop' kind of thing to be drained in orbit, and the cargo could be a 'dry' habitat, ready to go when it hits orbit. So you could do two external-tank-sized things at once, just like this, but in a far technically simpler fashion.
If we started a commercial space industry where companies would compete for space travel and space station-building and colonies and such, the competition would lead to a greater space boom than it has for computers and cars. NASA is doing great with giving us a head start, but eventually, it will (hopefully) be bought out buy private space corporations, saving the government money and allowing for more space-related innovation and advancement.

The real reason why we still don't have cities on the moon and 300m rotating-wheel space stations is that we failed to slash the cost of putting 1 kg into orbit a hundrefold, which is what Arthur Clarke and Stanley Kubrick hoped would happen by the year 2001. The closest thing I've seen to this now has been Bigalow Aerospace's design, except that it uses inflatable parts to build a large space station.
It's not a wheel, though. Perhaps they or some other big player will make a wheel.
