are you using Windows XP or windows 7?

Try with deleting it from the recycle bin too and then Extract in in Local Disk D: od C: and then try .... Ricght click > Run as adminstrator

i opened the fill and it said

to open this file windows needs to know what program created it. Windows can go online to look it up automatically, or you can manually select from a list of programs on your computer.

(I looked at the list and photoshop wasn't there)

@tammyxdexbonita Yes this is the new Photoshop its Photoshop CS5 (Excented) i know the old was with a blue feather But i say you:This Photoshop is better.
