The war isn't for raw materials, all three superstates already possess all the resources they need, natural resources are one of the inner party's excuses for war, the resources gained through conquest are merely used to produce floating fortresses, tanks etc, in other words goods for the purposes of war and the object of waging the war is to perpetuate war.
