To hide the Doctor, they downloaded him to her implants. So while he's "inside" her, he takes over. Her personality is suppressed, and he's controlling her. It's his reaction you are seeing.

When comparing Seven's behaviour in this clip (and others from this episode) and episodes where she acts "normal" (if you can call her usual behaviour "normal"), there's a remarkable difference. Great performance by Jeri Ryan, she seems like a very versatile actress

Jeri Ryan really is a brilliant actress. Most people just see the looks (can't really blame them). But when she spends most of the time in the voyager series acting really cold and serious then, in this episode, completely changes, also in "random thoughts" where she is swapping between completely different personalities every few seconds, shows real talent.
@hppybob Since when did star trek (or any sci-fi for that matter) give a toss about the laws of physics? They can exceed light-speed and your worried about food? BTW, matter can be converted to energy and the other way around (E=mc2) so theoretically, this idea could work, authough, in terms of energy efficiency, it is very impractical.
