surely it could be designed to do the job out at sea?(people gripe about windmills spoiling the countryside)instead of arms,why not an'umbrella'shape design?the'engine'would be in the stalk of the thing,and its stalk anchored to the sea floor.one or more pads could sit on the top moving to the waves and collecting energy.and why not a windmill or solar panels on top as well for extra power?might as well be efficient ya know ;)
Instead of wasting zillions of US tax dollars killing Iraqis, US could have covered their shores with these and wouldn't depend on oil so much. How many of these plants could have been built instead of wasting that money in Cheney's companies?

According to David Leonhardt that money could pay for a public health campaign doubling cancer research funding and treating every American with diabetes and heart disease. It could also provide universal preschool for every 3 and 4 year old in the country. It could also launch a global immunization campaign.
swellfuel, i have my reserves. I think this is a great way of doin it. You see... the swell fuel needs to have an axl floating. constant saline waters would infiltrate. this mechanism seems more feasible to maintain.
