Yes, after Chad Lowe made his ill-fated decision to become a "movie star", NBC and the producers revamped the show (similar to a failed pilot the producers had created the season before, "NOT IN FRONT OF THE KIDS"), stuck another young actor in as "Spencer", and it became "UNDER ONE ROOF". That lasted as long as the second season of "DOUBLE TROUBLE", which also ended that season.

"SPENCER" ended after a few episodes because Chad Lowe quit to pursue a motion picture career {say, whatever happened to HIM?}; the series was "retooled" in the spring of 1985 as "UNDER ONE ROOF", with Ross Harris as "Spencer", and the focus shifted to his family {this format change was actually a reworking of an unsold pilot from the same producers, "NOT IN FRONT OF THE KIDS"}- that version was gone by the end of the '84-'85 season...
Probably your local NBC affiliate chose the option to insert their own promos/commercials after this "BLOOPERS" promo, 'boss'. Believe it or not, some local NBC stations didn't carry the full Saturday night schedule in 1984, and inserted their own material to "cover" that particular promo....
What market did this air in, and what show was on the air? I have the same promo block recorded, but it goes to local stuff after the Bloopers segment.
