If it was the start of class, usually almost all the kids would have their backpacks put away and be at the desks and ready for morning greeting. They'd get scolded if they all had their backpacks just sitting on their desks when the teacher goes in to start class.

actually no they wouldnt. there isnt a rule stating u have to unpack first thing when u get into class or u'll be scolded. in asia particularly korea and japan, kids get into class even before teachers do so they just sit around chatting, not unpacking. Also the teacher could have just got into class and made the announcement.

The kids do sit around chatting before class, but they usually have their things put away before the teacher does morning greeting, and he would definitely do the greeting before making the announcement. But each school is different, so it's also possible that the Japanese elementary schools that I work at are particularly strict. =/
