How could Australia allow ships to set sail if every part hadn't met rigorous engineering standards? As a shipbuilder in the USA, I can assure you all that this sort of incident would never take place here. There are three levels of inspection an American commercial vessel must pass through in order to be deemed seaworthy: The vessel must pass the initial inspection by the shipbuilder's engineering committee, then by a federal committee, and finally a joint re-inspection by both parties.
