Look people: The Valley of the Fallen was built in order to perpetuate the memory of those who gave their life in the civil war, and also like a reconciliation monument. This was not some mausoleum or pyramid to get Franco buried; he had the grave in the cemetery of El Pardo. The king was the one who decided to move him in there.

Most of the people who built it were just common people, a small minority were republican prisioners who were paid for their work (with money or reduction of sentence).
