Yes that will switch between the windows of one app. But that's a two step process. CMD+Tab to get to the app you want and then CMB+` to get to the specific app window. With this setup you can switch between all your windows at once and go right to the one you need.
"Witch" feels like it's mainly for people switching to Mac from Windows. The workflow is certainly not one of a verteran Mac user - but it feels very Windows-y. You know, expose can also switch between only windows of the currently active application, too.

It will almost always switch windows. It's right next to command+tab.

You can use arrow keys to choose windows while in Exposé.

Command + (and) ~ switches between windows.

It switches between windows in the currently selected application, but not all open windows. Close, but doesn't quite cut it.
