The reason that the bill failed was because the Liberals chose to try the vote as a 2/3 vote requirement instead of a majority requirement. They already knew they had the majority, this was just a way to create a crisis, blame the Republicans for being the party of no, and then pass the bill with a simple majority as they could have in the first place.
This also gives the Dems that voted no (ones running for office in conservative districts) the ability to say to their constituents that they voted "no" on the bill.
If the simple majority was not an option, they would have had to vote yes.

The reason that the bill failed was because the Liberals chose to try the vote as a 2/3 vote requirement instead of a majority requirement. They already knew they had the majority, this was just a way to create a crisis, blame the Republicans for being the party of no, and then pass the bill with a simple majority as they could have in the first place.

Bottom line is the bill is mandatory and would give 50,000 people free healthcare for ten years even if they don't need it, taxpayer would pay for it. Republican's do not want it to be mandatory so that it can be reviewed each year to study who will require long term treatment and who will no longer need treatment. Also many of those people have other insurance through their employers. I guess Weiner doesn't care about your money and just wants to give it away for ten years with no questions ask
