Hahaha, funny that you said that, because Infinity Ward purposely designed CoD4 for the PC to look...well, not as good as the console versions. The reason is unknown, but even with the best specs and all the settings turned up, the PC doesn't look better than the PS3 or the 360. well it depends if yuor good at it fine but the pro's doesnt always use red dot because the iron sights are quite good enough and they dont want to trust on it. you should try mp5(no attachment) bandolier, stoping power, steady aim/extreme conditioning. ^^
