There are 2 reasons for this:

1. To create confusion. People responding to emergency calls will answer "We know there is a drill going on, please be calm, and patient, etc." when in reality, that is the real attack.

2. To divert resources away from the real attack. ie on 9/11, there were fighter planes in Alaska and the midwest doing exercises against imaginary Russian fighters, instead of being on call for the real attack on the East Coast.
