They are setting the clocks. These are "minute-jumpers" (translated from German, I don't know what they call them here) They where invented a long time ago in Switzerland or Austria. Basicly they where very good for syncronizing a lot of clocks that might not all run the same speed. What you see in the video is them testing or setting the clock to match the "motherclock"
Correct, these clocks have two mechanisms in them. The seconds are controlled via synchroon motor and make 60 impulses in about 59 seconds, then waits for the minute impulse from the master clock to advance the minute hand and carry on. This is time adjusting from the master clock Mutteruhr
