I would prune it back to the tips of the new shoots and the new growth will cover any remaining dead shoots. You can prune it back even further without doing any damage to the grass. It will bounce back.

I'm getting a late start on the landscaping this spring because I was out of the country for 6 weeks. My ornamental grass already has 8" green shoots. What should I do about pruning in this situation?
