Yes, its on PS3 home is on your XMB (main menu) there's a small blue icon under the PlayStation Network section that says PlayStation Home you download it and your ready to go :)

Oh and the ball drop went by your ps3 time, everyone seen it when it changed to new years on their playstation, my brothers ps3 was a few mins ahead of mine so he seen it a few mins before me.
