Sidious I thought was the most powerful because the other from the old republic died off. I was under the impression Revan from the old repulic was the strongest sith/ jedi ever in the galaxy? Possibly true. In a way however Vader may have been just as powerfull if not more powerfull than Revan in the force since Vader was born out of the force unlike Revan who had normal parents, but Vader was awfully much weakend you know? Legs and arms and whatnot. Still Vader would have been viciously more powerfull and unstoppable had he not been cut up by Obi-Wan. Revan also had more experience with the dark side however Vader had near zero and still cleaned all Jedi from coruscant.

Windu was the underdog of the duel against Sidious. It states clearly in the canon novel that Sidious was 'manipulating' Windu throughout the fight, he knew he could just end the duel easily but he had to win over the only one who could stop him to the Dark Side - Anakin Skywalker.

It then goes on to clearly explain that Sidious faked his defeat, knowing that Anakin was arriving.

In Star Wars, Destiny determines ones power.

Anakin would never have reached his full power potential because he was destined to be the chosen one, bringer of the balance in the force. What happened to him, the transformation into Vader, was pretty much pre-determined by his destiny/fate.

Same with Starkiller, he would've become much more powerful than Palpatine but destiny had something else in mind.

Some Sith were destined to become really powerful, others were not.
