My thinking is this: Big Rigs is a game engine. It gives you the foundation of what is required for a game to function (definition of movement, terrain, etc.) but is in no way meant to be released AS a game without a proper implementation. What you have here is basically a debug mode for a game. A place to test features and implement new ones. But instead of using it as such, someone just coded textures in and released it thereafter, hence the lack of important things like collision detection.
