It was something to do with the technology of the day. For some reason it was easy to convert public telephones to accept 999 calls without having to insert coins. Also, electrical interference could cause telephone exchange equipment to accidentally connect numbers sometimes and 999 was one of the least likely numbers to be connected in this manner.
