Normally I would wait to hear the governements side of the story. But considering the horrendous things China has done recently, and the manner in which it tries to censor and surpress free speech and information flow, I think its best to assume the worst. We should be glad this is all that happened, China wouldnt have hesitated to do far worse things if it didnt know the International community was watching. When its an oppresive theocracy such as Iraq that happens to also have oil and no trade or economic relationship to the US, the west cant get there fast enough to 'liberate' the citizens. But apparently a country like China that sexually mutilats women for practicing religeous beliefs, systematically violates the rights of its citizens and then censors all the channels they could use to speak out against the injustice they suffer is good enough to be on the UN and trade
