This proably aired around 3 to 4:00 P.M., as the major networks stayed on the air until around 2:00 P.M. EST that day. Not sure if they had launched their 4:00 P.M. newscast at that point.
I would think that this would be around noontime. Given that WCIX did not have noon news then, and I would think national coverage would not have started yet.
@Buswaylocal At this time, WCIX aired a local newscast at 4 p.m., Geraldo at 5, local news at 6, the CBS Evening News at 6:30, and Star Trek (either The Next Generation or Deep Space Nine) at 7.

@hkfreak Actually, WCIX's noon newscast debuted on Monday, September 13, 1993.
This is definitely from the late afternoon.
