He had a good premise for this joke, it just doesn't seem to work in his delivery. obviously not well thought out. I see where he's trying to go with it but it just doesn't work, and even he see it which destroys the bit even more.
he even calls his own hiccups out and laughs them off. that's a great comedian. if you can laugh at yourself and make the audience comfortable you're doing well.

I believe Izzard improvs his shows for the most part. Even if he does have hiccups here and there, he's still a very good improviser.
