He was never going to trap. There were too many 'unprotected' civilians aboard near the landing area. And, if you notice, the hook was never down. It was a planned wave-off. The winds are never out of limits during carrier ops aboard a nuke; they can make their own wind or just use what is naturally available. I have over 700 traps on 6 different carriers including 2 nukes - Nimitz and Ike.

@BeanerECMO Nice! I Miss seeing A-6's. They used to fly around the base by my house from NAS Whidbey. Still get the occasional Prowler though.
