Perhaps it's related to the story told by sarkat100, but the gist of it is he upset Enabrain Tain, who was the head of the Obsidian Order (the Cardassian CIA or KGB) and also secretly Garak's demanding father. He disappointed Tain, who sent him into exile.
There's a book written by Andrew Robinson, the actor who played Garak, called 'A Stitch in Time', and it essentially tells Garak's life story, including how he came to be banished. I strongly reccommend it. It's a very good read ...whether it's the truth ...who knows with Garak?

I loved "Deep Sapce 9!"
It had the most interesting characters and story lines.
Too bad Paramount ingnored this series and made that HORRIBLE "Star Trek XI!"

The brother/friend he gave was called Elim... which is Garak's first name. We can never tell what the truth was!
