That model was a direct drive that does not use a centrifugal clutch. Very dependable. THe biker would pedal to about 5 mph, or if wanting really quick accelerations would pedal up to about 20 before the pedals cant be ratated fast enough to keep up with the ever increasing bicycle speed.
No he won't. Most states in the USA don't even need number plates, insurance, or even a license to drive real scooters and mopeds, let alone motorized bikes. He is well within the law. I live in NC. I have a 50cc scooter (dropped a 150 engine in it) and because it is classed as a 50cc I need nothing but to be 16 years old and wear a helmet. No license, no tags, no license, no inspection (MOT) etc. etc. I just ordered a 2 stroke engine to go into my beach cruiser.
My Swchinn beach cruiser is done. I put generator lights on it that ihooked up to the white wire off the engine. The back bulb kept blowing so I bought a red marker light from pepboys, that is actually 12 instead of 6 volt. It still lights up nicely, but is strong enough that it doesn't blow. Had no problems with the front. Start the engine and the lights are on all the time. I put them on so I can ride at night. you don't have to have any lights though, just like a bike.

No it is not illegal. It is classed as a motorized bike. Look up the laws on motor assisted bikes. It is not illegal.
