what he does there is called tone-swelling or violining, it's picking a note while the volume knob is at zero and then turning it up, so you don't hear the pick but only the note.

well i dont know where you got these tabs because in the stadoium arcadium book (by hall leonard) it says that u need to strike 2 strings during the intro and i mean the part where you are volume sweeping so i dont know why you are using 3 strings

you play the cord when the volume is off then fade in so you cant hear the nasty scratch of the pick.

Frusciante uses a volume pedal to get his sound, but those are expensive, this way is alot cheaper (but not as fun)
