The blessing we call Democracy makes it so Republicans and Democrats debate over bills in the Senate and in turn, make it so Republicans will always turn down bills and the Democrats will always approve bills. This is called a stalemate until one of the parties break and understand they should be doing what's best for the country instead of their own interests.
