hell yeah ive owned over 20 different road bikes all with different gear ratios, and when you find the right combination mix with weight angle arm length bar position and tire size and some magic i have reached 55-60 mph on a good flat stretch. but you must be a trained man who rides up and down hills every day to get used to the pain of muscle regions becoming super fit. so i can say in confidence with a over average health system you can cruise 35-40 any where 19-22 at worst.

If actually took the time to look closely to where the lights were, You would notice they are inside the vehicle mounted towards the rear near the back window.
