You cant wear a scarlion until lvl 80. At lvl 53, if you are strong enough, you should grind on WR's or Jesters. Jesters are better exp, but harder to kill.

Idk about MSEA, im GMS and in GMS u can only get in at lvl 90+, and as far as I know, you dont need the bear to get in in GMS, just lvl requirement.
