This is an example of bad writing. Too many careless contradictions, it doesn't even make sense. Nonetheless, it's awesome that the overall message is that they no longer enslave animals.
However it's possible that "preserve the meat" might have been preceded by recording the DNA with a tricorder and entering the information into the replicators. It's open to imagination. Even so, it's hard to imagine that starfleet officers would slaughter an animal in the 24th century.
They have replicators, so they can just synthesize a steak, no need for farms or exploitation of animals.
