No way, that the empire is stronger. All units of all Gods combined would wipe the floor with the empire, but you are obviously missing some points here.

Firstly: Always, ALWAYS the Chaos sieges empire castles, strongholds etc. That's a big advantage for the Empire.

Secondly: The Chaos troops have to march and fight against many other allies of the empire (Kislev for example...).

Thirdly: Dwarfs, High Elves and other smaller nations/armies are supporting the empire.

Well as you can see it's actually NOT the reason (empire is stronger and shit). Even Bretonnia helps them out. Also its not true that they conquer "pretty some lands" or whatever. They are often getting to their final destination like Middenheim and are fucking up the Strongholds before beeing beaten by a "holy miracle of sigmar stuffs...". Keep in mind that Warhammer wouldn't make sense anymore if Chaos would beat the "good" people. The story would simply end if the empire falls...

The Vampire Counts and the Orks are often also a problem for Chaos troops if they have to march through Sylvania ( Vampires/Undead are badass... ) or some other territories. I could point far more points on this topic out, but I don't have the time now. See you.
