@GTAfannumber1 Actually, a better stratigy is to drive up nearby a gang situation and use the "Add one star to nikos wanted level" cheat untill you have 3 to 5 stars (basically, it is like someone calling in that they found a cop-killer and he has a lot of guns), and wait for the LCPD to roll in with 5-7 cop cars, and sometimes even a NOOSE SWAT team, then use the "Get rid of nikos wanted level" cheat once they are on scene, and then start calling 911 to bring in more cops and medics.

Well, basically the dude who's playing started a fight with the mafioso. They get reinforcements after a while & start to shoot at Niko, and the dude calls 911 or turns on wanted cheat and turns off the cheat, like you said. These mafioso guys get a lot of reinforcements in their territory and especially if you start to shoot at them in restaurants.
