Currently Iraq is in a terrible state, they go on to talk about how people "Won't get Justice or food". By what they drink in Iraq they mean is what the Iraqi's can gets their hands on while the western world doesn't have worries about food and water like Iraq and it's not even that literal. It's a metaphor.
