This is the way the song was written. Yes, it was recorded during the muisian's strike. When combined with the orchestration, it's even more beautiful. Doo Wop groups (including mine) never sing this song with the correct chord changes.  We all do a terrible disservice to the composer (Jimmy McHugh). We force the song into an oldies musical structure. Let's take the time to sing it correctly.
