What I said in this video was... Restoring your Windows OS DLL files etc. Not your Files in your computer which you deleted....

it only restores to that time , or does it restore everything and ends up like a brand new computer ?

It restores your PC's DLL Files that are the primary files to run on. If you corrupt those you could always restore them back by going to that restore point you made. Like customizing your Vista version and you messed up a DLL File. You could always restore it back . But it doesn't back up all your files. Just your DLL's. But that's the main reason they have those if your making touches to Vista's Registery keys and dll's

No you can't. But you could make a partition in Vista and name it your Backup hard drive with all your data . And if your computer crashes just save all your files in that partition you made. I have a video on how to make a partition on Windows Vista. It also works on Win7.
