As an experienced computer science major, I can tell the regular person that is inexperienced with a computer that this program is NOT a good idea. If the access is denied to a particular file, it's currently being used in one of the computers processes. Granted, many viruses operate like this, but most of the time files like this are not malevolent and can cause some very annoying problems if deleted.

Simple way works 100%

Restart your PC, the moment it starts to turn on again (tricky because its different with most PC's, mine has a beep that tells me this) press F8 repeatedly until you are put into a menu where you can choose boot modes

Choose "safe mode", it will start your PC with only the programs needed for running

Find your file/folder

Delete it

Don't download file unlocker, it usually has malware piggybacking on the download
