This was 'upper class twit of the year', an 'upper class twit' being a stereotypical drunken wastrel Lord or Aristocrat. This sketch drew a lot of complaints from said twits at the time, I believe.

A twit doesn't have to be upper class. It's basically a dork, an idiot. It's a shortened version of 'nitwit' obviously meaning a person with the brains of a headlouse.

It was my understanding that Upper-Class Twits were a group unto themselves, created by centuries of careful inbreeding. I believe that it was so stated in one of the Python skits featuring Upper-Class Twits. Then there is always the Common Twit, created through sheer chance and/or years of substance abuse but they do not compete.
