Neither Miley nor Hilary Duff have very good singing voices, but they're the biggest female stars Hollywood Records has ever had. Thus, give everyone a record deal and see who sells and who doesn't . Disney would rather have some winners, and cut its losses on the losers rather than pick and choose at the risk of missing out on a huge money-maker.
