I saw one of these once but it never formed a tornado. It was forming a cone at the bottom probably about as close as this video shows in a field and at first i thought it was just some dust being kicked up by wind but then the sirens started to go off and later that night I saw it on the news. Haha, if only I knew it was a tornado when I saw it...

That is how our July 16, 1979 tornado formed in Cheyenne, WY. It was completely dry though, and the funnel above was eventually joined by the dark dust devil rising from below. More than two people died. When the tornado was strongest, it tilted. It ended shortly afterwards I think. I had about 12 photos of the damage but a very mean person threw them out in 2002, just to be mean.
