It is true that, in spite of huge efforts, misery is gaining ground. However, it's hard to overcome this problem when the lower classes reproduce much more than people who can afford to provide adequate education to their offspring. Hence the high rate of ignorance, crime, prostitution and even fundamentalism (the latter can also result from intellectual illiteracy). The state should take similar measures to those of China limiting the number in 2 or 3 kids.
