How exactly does one formulate what comprises 'irrational harm' without the moral basis provided by the religious tradition we inherited?

Religion is often used for justification of actions that would've been conducted anyways, because they were opted for for non-religious reasons; superficially, these actions can be seen as the result of religion, however this isn't automatically the case.
