You could still attach a strap that goes around the back side of the sheath to the front. Put some Durable Dot Snaps on the strap and front piece. The strap could go under the rear end of the axe.
@NeXt559 Go to your nearest Leather Factory and buy some scraps of leather from their scrap box. Go to the those websites that have a Axe Sheath pattern. Make the pattern out of freezer paper, cut leather and sew by hand. Use a drill with a small bit for your sewing holes. Get two harness needles , handsewing thread from the Leather Factory and sew.

@Ghost2743 It's just black paint. I used one of those gel paint strippers chemicals to take it off. It only takes a few minutes.
