those are montgomery fixtures, the call button was probably not hooked up. that is how it was in my dorm. you had to use the alarm bell if it broke..

in my video schindler traction at Tampa aiport I accciently pushed the call button and i told the adendent it was accidenal and he just said it was ok

it looks like motgomery and I hit the call for help phone button by mistake once on a westinghouse thinking it was the door close but then a guy answered
